The purpose of the O/I Office/Industrial District is to provide
for a combination of administrative office and research facilities
and light manufacturing, assembly and warehousing facilities, which
generally require smaller lots. The Office/Industrial District shall
be located in close proximity to roadways to provide efficient and
safe access by industry-related traffic. In the O/I district, the
following regulations shall apply.
A building or other structure may be erected, altered, or used,
and a lot may be used or occupied for any one of the following purposes
and no other; provided, any use, process, or activity which is or
could be, noxious or offensive by reason of odor, dust, fumes, smoke,
gas, vibration, radiation, or noise, or which constitutes a public
health hazard by fire, explosion, or otherwise shall not be permitted:
A.
Printing or publishing establishment.
B.
Recycling collection center.
C.
Craftsman or constructor shop, such as carpentry, plumbing, welding,
electrical, or machine shop.
D.
Trucking terminal, provided the minimum lot size is three acres.
E.
Warehouse, supply house, and similar uses when carried on within
an enclosed building.
F.
Wholesale and distribution business when carried on within an enclosed
building.
G.
A building or other structure may be erected, altered, or used, and
a lot may be used for any of the following uses when authorized by
a special exception by the Zoning Hearing Board, subject to § 250-110J of this chapter.
(1)
Automobile service or repair facilities.
(2)
Auto body repair and paint shop subject to provisions of § 250-57.
(3)
Outdoor storage, subject to the provision of § 250-71.
(4)
Manufacturing and processing uses limited to the following purposes;
provided, any use, process, or activity which is, or could be, noxious
or offensive by reason of odor, dust, fumes, smoke, gas, vibration,
radiation, or noise, or which constitutes a public health hazard by
fire, explosion, or otherwise, shall not be permitted:
(a)
Light metal processes, limited to finishing, grinding, polishing,
heat-treating, or stamping.
(b)
Manufacture or assembly of electrical appliances, supplies,
and equipment.
(c)
Manufacture of products from previously prepared materials,
such as canvas, cellophane, cork, felt, glass, hair, leather, or plastic.
(d)
Retail sale of good produced as a permitted accessory use, provided
that the area devoted to such sale of goods does not exceed 20% of
the gross floor area of the building and that all other applicable
provisions of this chapter are met by both the permitted use and the
associated retail activity.
H.
Communications antennas mounted on an existing public utility transmission
tower, building or other structure, including existing communications
towers and communications equipment buildings.
I.
Communications towers and communications equipment buildings.
The following regulations shall apply to all uses permitted
in this district:
A.
Lot area. Every lot shall have an area of no less than one acre.
B.
Lot width. The lot width at the building line and at the street line
shall be a minimum of 125 feet.
C.
Building coverage. The area of each lot covered by buildings shall
not exceed 25% of the lot area.
D.
Lot coverage. The area of each lot covered by buildings, paving and
other impervious cover shall not exceed 60% of the lot area.
E.
Setbacks. The setbacks for each lot shall be in accordance with the

F.
Height regulations. No building or structure shall exceed 35 feet
in height. These height regulations shall not apply to any communications
antennas or communications towers.
Public sewer and public water are required for any use permitted
in this district, if available. Unless adequate provisions for off-site
sewage disposal are provided, there shall be a minimum contiguous
area suitable for on-site sewage disposal which is 20% of the tract,
but in no case less than 10,000 square feet.

A.
Regulations governing communications antennas and communications
equipment buildings.
(1)
Building-mounted communications antennas shall not be located on
any single-family dwelling or two-family dwelling.
(2)
Building-mounted communications antennas shall be permitted to exceed
the height limitations of the applicable zoning district by no more
than 20 feet.
(3)
Omnidirectional or whip communication antennas shall not exceed 20
feet in height and seven inches in diameter.
(4)
Directional or panel communications antennas shall not exceed five
feet in height and three feet in width.
(5)
Any applicant proposing communications antennas to be mounted on
a building or other structure shall submit evidence from a Pennsylvania
registered professional engineer certifying that the proposed installation
will not exceed the structural capacity of the building or other structure,
considering wind and other loads associated with the antenna location.
(6)
Any applicant proposing communications antennas to be mounted on
a building or other structure shall submit detailed construction and
elevation drawings indicating how the antennas will be mounted on
the structure for review by the Borough Engineer for compliance with
the Borough's building code and other applicable law.
(7)
Any applicant proposing communications antennas to be mounted on
a building or other structure shall submit evidence of agreements
and/or easements necessary to provide access to the building or structure
on which the antennas are to be mounted so that installation and maintenance
of the antennas and communications equipment building can be accomplished.
(8)
Communications antennas shall comply with all applicable standards
established by the Federal Communications Commission governing human
exposure to electromagnetic radiation.
(9)
Communications antennas shall not cause radio frequency interference
with other communications facilities located in the Borough.
(10)
A communications equipment building shall be subject to the
height and setback requirements of the applicable zoning district
for an accessory structure.
(11)
The owner or operator of communications antennas shall be licensed
by the Federal Communications Commission to operate such antennas.
